UK Local Authorities Intend to Sell Off Community Hubs and Sports Centres to Manage Finances

According to a new study of local authorities, UK councils are planning to offload community centers, athletic facilities, and retail spaces as they rely on a fire sale of properties to stabilize finances.

Increasing Fiscal Challenges Prompt Asset Sales

The Key Cities Group representing major urban areas in the UK stated that six out of ten of councils are intending to sell assets to cover the escalating costs of adult and children’s social care.

Councils have in the past faced criticism for disposing of public land and open spaces to shore up their finances, but they argue they must proceed to raise vital cash from property disposals or face insolvency.

The group said that a significant number of councils seeking to generate funds from a fire sale of assets represented “a distinct shift from 2024, when the largest share (60%) of municipal officials stated they would prioritise service redesigns and using savings to manage growing financial challenges.”

Specific Examples of Proposed Sales

One local authority in Kent announced its property management strategy featured the sale of a retail complex in Rainham and a community venue in Rochester to raise £20m over the next half-decade.

  • Gillingham golf club and business parks owned in Worcestershire and Suffolk, which all provide rental income for the authority, will additionally be sold under the strategy.

Council Tax Rises and Wider Fiscal Strains

This research of local authorities in the coalition, which includes Sunderland, Southampton, Gloucester and Salford, further found that more than 70% of authorities will have to raise local levies next spring to cover the rising cost of essential services, increased rates of homelessness, and a longstanding accommodation deficit.

Medway council explained it will press ahead with asset sales after sharp increases in the cost of children services, support for vulnerable learners, adult social care, and temporary accommodation.

“We are adopting creative strategies but some of these take time to deliver both improved services and financial savings,” said Vince Maple.

He added: “We face population challenges which will continue to increase the pressures we have. As a local government body, we had a drastic reduction in our central funding from over the past decade, which is extremely difficult.”

Countrywide Patterns and Forecasts

Research of county councils recently also found council budgets being strained by the increasing figures of young people and adults requiring Send support.

A network of councils said that local shortfalls will reach 4.4 billion pounds a year by 2029, as they grapple to cope with increased demand.

Ministers have put off planned reforms to the Send system until the coming year after a white paper setting out those changes has been postponed.

Deprivation and Financial Gaps

Based on the latest indices of deprivation (IMD) for English councils, several key cities members were among the most deprived in the country.

  • “Participating urban centers like Hull, Bradford, Stoke-on-Trent, Sunderland and Wolverhampton place in the most deprived 30 nationally under the 2025 IMD measures,” said the report.

“While only a single urban area is in the top 10 for deprived neighbourhoods nationally, cities are far more likely to be in the most deprived fifth of England. The data highlights the scale of challenges confronting municipal officials across major urban centers in the next twelve months,” the report concluded.

“Council officials have been clear about the need for a equitable and lasting funding system that reflects and responds to the actual extent of deprivation and need,” said a council leader.

“Without this, local authorities will continue to face impossible choices around which essential services to allocate spend to, and which to cut, to the detriment of their communities.”

One in five of local authorities have cut or compromised care services in the past 12 months, the study revealed.
